In general terms, the study includes universal standards and physical arrangements that are considered necessary for the participation of the disabled in social life and communal areas. When this subject is dealt within the stated resources, it is observed that the physical regulations are handled with a general to specific approach and appropriate standards for all people including the disabled / non-disabled have been considered and put forward. However, when all these regulations, standards and practices are observed, there are still restrictive and unhealthy cities that have access difficulties in today's conditions. Even though ensuring the supervision and sustainability of the implementations are based on legal provisions, these legal bases do not coincide with the public consciousness and lead to negative consequences in urban life. The content of the text presented is how much the level of social consciousness intersects with physical studies and the holistic evaluation of legal bases with regard to all these physical-social basic principles and suggestions for adverse conditions.
