Afet ve acil durum müdahale planlamaları için eş-mesafe haritalarının üretilmesi

Abstract

Deprem, taşkın, heyelan veya yangın gibi afetlere zamanında müdahale edebilmek, uzman personel ve uygun ekipmana sahip olmak kadar önemlidir. Olay yerinde zamana karşı yarışan ekipler ne kadar önemliyse, bu ekiplerin olay yerine en kısa sürede ulaşabilmesi de o kadar önemlidir. Bu çalışmada, 6 Şubat 2023 tarihinde, depremin meydana geldiği bölgede yer alan Adana, Kahramanmaraş, Gaziantep, Hatay ve Osmaniye illerindeki Devlet Su İşleri (DSİ) makine parkları (MP) için sırasıyla 50 km, 100 km, 150 km ve 200 km mesafeli eş-mesafe haritaları üretilmiştir. Bu haritalar, mevcut ulaşım ağının dijital verileri ve ArcMap yazılımındaki Network Analyst modülü kullanılarak oluşturulmuş olup potansiyel afet bölgelerine en yakın olan MP'nin belirlenmesini kolaylaştırmaktadır. Ayrıca, bu haritaların kullanılması planlanan MP’lerin kurulacağı yerlerin belirlenmesini kolaylaştıracak veya MP'ler için potansiyel yer değiştirme alanlarının araştırılması için bir temel oluşturacaktır. Çalışma, bazı ilçelerin coğrafi olarak farklı bir ilin MP’sine kendi MP’sinden daha yakın olduğunu ortaya koymuştur. Eş-mesafe haritalarının, belirli dönemlerde taşkına maruz kalan bölgelere daha hızlı müdahale edilebilmesi için inşa edilmesi gereken yeni yolların yerinin tespit edilmesinde de kullanılabileceği öngörülmektedir.

Production of iso-distance maps for disaster and emergency response planning

Abstract

It is of equal importance to be able to respond to disasters such as earthquakes, floods, landslides or fires in a timely manner as it is to have expert personnel and the appropriate equipment on hand. As important as the teams racing against time at the scene of the incident, it is also very important that those teams can reach the scene as soon as possible. In this study, 50 km, 100 km, 150 km and 200 km isodistance maps were prepared for the machinery parks (MP) of the State Hydraulic Works (DSİ) in the provinces of Adana, Kahramanmaraş, Gaziantep, Hatay and Osmaniye, which are located in the region where the earthquake occurred on 6 February 2023. These maps, produced using digital data from the existing transport network and the Network Analyst module of ArcMap software, facilitate the identification of MPs closest to potential disaster areas. In addition, the use of these maps will facilitate the identification of locations for the planned MPs or provide a basis for investigating potential MP relocation areas. The study showed that some districts are geographically closer to the MP of another province than to their own MP. It is postulated that isodistance maps can also be employed to ascertain the location of new roads that must be constructed in order to facilitate more expedient intervention in areas susceptible to flooding during specific periods.
