                                                                                                <abstract><p>Öz: Sovyetler Birliği&#039;nin dağılmasının ardından Afganistan ile Kırgızistan, coğrafi uzaklıklarına ve ortak sınırlarının olmamasına rağmen siyasi, ekonomik, güvenlik ve kültürel ilişkilerini geliştirmiştir. İki ülke arasındaki bağlar, Orta Asya’daki tarihî, kültürel, dinî ve dilsel ortaklıklara dayanmaktadır. Jeopolitik olarak Afganistan, Güney Asya, Orta Asya, Orta Doğu ve Doğu Asya arasında bir köprü işlevi görmekteyken; Kırgızistan, Çin ve eski Sovyet cumhuriyetleri arasında stratejik bir konuma sahiptir. İki ülke arasındaki diplomatik ilişkiler 1999’da resmiyet kazanmıştır. Taliban’ın 2021’de yeniden iktidara gelmesiyle ilişkiler hassaslaşmış, Kırgızistan Taliban hükümetini tanımamış ancak Badahşan’daki Kırgız azınlık nedeniyle sınırlı temaslarını sürdürmüştür. Ekonomik ilişkiler, ortak sınırın olmaması ve zayıf ulaşım altyapısı nedeniyle sınırlıdır. Yine de 2020’den itibaren ticaret hacmi artış göstermiş; 2023’te Kırgızistan’ın Afganistan’a ihracatı 14,87 milyon dolara ulaşmıştır. Kırgızistan’dan nohut, gübre ve şeker; Afganistan’dan ise maden suyu, kuru meyve, halı ve susam ticareti yapılmaktadır. Önemli projelerden biri olan CASA-1000, Afganistan’ı Kırgızistan üzerinden Tacikistan ve Pakistan’a bağlayarak bölgesel enerji paylaşımını artırmaktadır. Bu proje, ekonomik etkileşimi güçlendirmekle birlikte, siyasi ve güvenlik iş birliğine de katkı sağlamaktadır. Güvenlik alanında ise Kırgızistan, Afganistan’daki terör tehdidi ve uyuşturucu kaçakçılığı gibi sorunlardan etkilenmektedir. Şanghay İşbirliği Örgütü (SCO) ve Kolektif Güvenlik Antlaşması Örgütü (CSTO) çerçevesinde bölgesel güvenlik iş birliklerini sürdürmektedir. Coğrafi engellere ve güvenlik zorluklarına rağmen, iki ülke arasındaki ekonomik, kültürel ve güvenlik iş birlikleri gelişmekte; CASA-1000 gibi projeler bu iş birliğinin gelecekte daha da güçleneceğini göstermektedir.</p></abstract>
