In the last years of the Ottoman Empire, there was a need for change and transformation. This situation led to the introduction of some services that would prepare the founding process of the Republic of Turkey.Many services arising from needs have evolved into corporate structures with services offered to individuals and society in these difficult and complex years.Many renewal processes have been put forward, from the services offered to the structure of the institutions according to the conditions of the period. In this context, the structure established in Kırklareli in 1908 under the name of Himaye-i Etfal Cemiyeti, for children in need of protection before the establishment of the Republic, provided services at the local level. In this study, it is aimed to examine the development stages of child protection services in a period over100 years, from the Himaye-i Etfal Society to the General Directorate of Child Services of the Ministry of Family and Social Services, which guarantees children's rights and carries out protection services today. As a result, in this review study, the process from the first years of the Republic to 2025, which was declared as the year of family, the changes and transformations in both child protection services and mentality due to the changing needs and conditions were addressed and the developments regarding children's rights, policies and services were tried to be presented as a whole.
Osmanlı Devleti’nin son yıllarında yaşanan değişim ve dönüşüm ihtiyacı, Türkiye Cumhuriyeti’nin kuruluş sürecini hazırlayacak birtakım çalışmaların ortaya konulmasına sebebiyet vermiştir. İhtiyaçtan doğan pek çok hizmet bu zorlu ve karmaşık yıllarda bireylere ve topluma sunulan hizmetlerle kurumsal yapılanmalara evirilmiştir. Dönemin şartlarına göre sunulan hizmetlerden kurumların yapısına değin pek çok yenilenme süreçleri ortaya konulmuştur. Bu bağlamda Cumhuriyetin kuruluşundan önce korunma ihtiyacı olan çocuklara yönelik, Himaye-i Etfal Cemiyeti adı ile 1908 yılında Kırklareli’nde kurulan yapı yerel düzeyde hizmetler vermekteyken ilerleyen süreçte ulusal düzeyde hizmet veren kurumsal bir yapılanmaya dönüşmüştür. Bu çalışmada Himaye-i Etfal Cemiyeti’nden günümüzde çocuk haklarını güvence altına alan ve koruma hizmetlerini yürüten ‘Aile ve Sosyal Hizmetler Bakanlığı Çocuk Hizmetleri Genel Müdürlüğü’ne değin 100 yılı aşkın süreçte çocuk koruma hizmetlerinin geçirdiği gelişim evrelerinin incelenmesi amaçlanmıştır. Sonuç olarak yapılan derleme niteliğindeki çalışmada Cumhuriyetin ilk yıllarından aile yılı olarak ilan edilen 2025 yılına değin gereksinimlerin ve şartların değişmesi ile gerek çocuk koruma hizmetlerinde gerekse de mantalitede yaşanan değişim ve dönüşüm ele alınarak çocuk haklarına, politikalarına ve hizmetlerine dair gelişmeler bir bütün halinde sunulmaya çalışılmıştır.
