Kurtuluş Savaşı’nın bitmesi ile imzalanan Lozan Barış Antlaşması diğer barış antlaşmalarında olduğu gibi genel bir affı kapsamaktaydı. Ancak Millî Mücadele boyunca düşmanla iş birliği yapan, isyanlar çıkartan, Kuva-yı Milliye’ye karşı mücadele eden bazı kişilerin affedilmesi mümkün değildi. Bu yüzden Lozan Barış Antlaşması’na eklenen bir protokol ile yüz elli kişinin af dışı bırakılmasına karar verildi. Bundan sonraki süreç ilk olarak bu yüz elli kişinin belirlenme aşaması ile başlamış, bu kişilerin vatandaşlıktan çıkarılması ve 1938 yılında çıkan af ile yurda geri dönmelerine müsaade edilmesi şeklinde tamamlanmıştır.Çalışmada konunun kapsadığı döneme ait tüm Meclis zabıtları incelenmiş ve ciddi bir arşiv taraması gerçekleştirilmiştir. Bu taramalar esnasında literatürde bulunmayan bazı bilgilere ulaşılmıştır. Ulaşılan belgeler kullanılarak bu kişiler hakkında çeşitli çalışmalarda verilen bilgi karmaşası ortadan kaldırılmaya çalışılmış, yeni bilgiler ve fotoğraflar eklenmiştir. Bu yüz elli kişinin belirlenmesi sürecinde TBMM’de yapılan müzakerelerde ilk oluşturulan listede Manisa’dan hangi isimlerin olduğu, listeye Manisa’dan hangi isimlerin eklenmesinin istendiği ve listenin son halinde Manisa’dan hangi isimlerin yer aldığı incelenmiş. Sonrasında ise bu isimlerin neden yüz elli kişilik listede yer aldığı, yurt dışında oldukları süreçte neler yaptıkları, 1938 tarihli Af Kanunu ile yurda dönüp dönmedikleri ve dönenlerin ne yaptığı gibi sorulara cevap verilmeye çalışılmıştır.
The Lausanne Peace Treaty, signed after the end of the War of Independence, included a general amnesty, as in other peace treaties. However, it was not possible to forgive some people who cooperated with the enemy, started rebellions, and fought against the National Forces during the War of Independence. Therefore, it was decided to exclude one hundred and fifty people from amnesty with a protocol added to the Lausanne Peace Treaty. The next process started with the identification of these one hundred and fifty people, and was completed by depriving these people of citizenship and allowing them to return to the country with the amnesty issued in 1938.In the study, all Parliament minutes from the period covered by the subject were examined and a serious archive search was carried out. During these scans, some information not found in the literature was obtained. By using the documents obtained, an attempt was made to eliminate the confusion of information given in various studies about these people, and new information and photographs were added.In the process of determining these one hundred and fifty people, during the negotiations held in the Turkish Grand National Assembly, it was examined which names from Manisa were in the first list created, which names from Manisa were requested to be added to the list, and which names from Manisa were included in the final version of the list. Afterwards, it was tried to answer questions such as why these names were included in the list of one hundred and fifty people, what they did while they were abroad, whether they returned to the country with the Amnesty Law of 1938 and what those who returned.
