Planning is a systematic approach for achieving the goals set for the future through the efficient and appropriate use of the resources available now and in the future. Health planning, on the other hand, is the effective use of the share allocated to the health sector and is also defined as helping the society for meeting their needs. While the ultimate aim of economic development plans is to raise people's living standards; the purpose of health plans is to raise the level of the health of population. Health planning plays an important role in building a healthy society and thus is seen as a necessary action to pave the way for social and economic development. The aim of the study is to present the conceptual framework of health planning and to present the contents of health planning studies in our country with a historical perspective. For this purpose, the contents of health planning studies in Turkey are discussed and presented comparatively. In the study, it is observed that important studies have been carried out in the field of health planning in Turkey since the proclamation of the Republic. In all of the health planning studies, increasing the health level of the society is the main goal, while the basic issues such as establishment of the agency and construction of the health facility in the first periods are aimed; unlike the basic issues, it is seen that the aim is to achieve better quality health services. As a result, health planning occupies an important place in the development of the health sector in Turkey and it is seen that the strategic plan, which is still in the implementation phase, gives direction to the sector and contributes to the development.
