Abstract
Sosyal sermaye kavramı sermayeyi
parasal olmayan faktörlerle açıklamaktadır. Aynı zamanda sosyal sermaye makro
açıdan kamusal bir mal olduğu için bedavacılık sorunu da oluşturmaktadır. Bu
çalışmada sosyal sermayenin ortaya çıkardığı negatif dışsallıklar sosyal
sermaye başarısızlığı kavramıyla açıklanmaktadır. Bu kapsamda sosyal sermayenin
ortaya çıkardığı dışlama etkisi ile sosyal sermayenin baskı ve çıkar grupları,
suç örgütleri, yolsuzluk ve nepotizm-kronizm üzerindeki etkileri açıklanmaktadır.
Aynı zamanda sosyal sermayenin pozitif dışsallıklar ortaya çıkarabilmesi için devlet,
toplum ve piyasalara düşen yükümlülükler sorgulanmaktadır.

Abstract
The concept of social capital explains capital with non-monetary
factors. At the same time, social capital is also a public good in terms of
macro, thus creating the problem of free-rider. In this study the negative
externalities that social capital reveals are explained by the concept of
social capital failure. In this context, the influence of social capital on the
exclusion effect and the social capital on pressure and interest groups,
criminal organizations, corruption and nepotism-chronism are explained. At the
same time, the obligations of the state, society and the markets are questioned
so that social capital can reveal positive externalities.
