The production process of e-learning environments consist of the steps of technical and theoretical practices which are related to each other. As part of this process, design and development experts, with overlapping working areas, try to create efficient e-learning environments together. In this paper, task definitions of the stakeholders who contribute to design and development process have been analyzed on the basis of scientific e-learning practices and the team structures of e-learning companies. On the basis of the literature review, it has been described in the study that the experts of pedagogical design and development and the experts of technological design and development are the important stakeholders of the production process of e-learning environments. Additionally, it has been stressed that the communication between these two groups is provided by instructional technologists. It is believed that experimental practices can be carried out on the basis of the analyses presented in the study.
