Dijital Devlet Ekosisteminin Güçlendirilmesi İçin Dijital Vatandaşlık Ölçeği Araştırması

Abstract

Dijital Devlet Ekosisteminin Güçlendirilmesi için Dijital Vatandaşlık Ölçeği Araştırması" başlıklı çalışma, dijital vatandaşlık kavramının önemini vurgulayarak dijital devletin etkinliğini artırmayı amaçlamaktadır. Araştırma, özel bir ölçek geliştirme süreci üzerine odaklanarak, dijital vatandaşların bilgi teknolojilerini etkin ve bilinçli bir şekilde kullanmalarını değerlendirmeyi hedeflemektedir. Çalışma, farklı demografik yapıdaki katılımcılardan oluşan bir örnekleme dayanarak, ölçeğin yapı geçerliliğini ve tek boyutluluk kavramını değerlendirmektedir. Bu bağlamda, araştırma ölçeğin yapı geçerliliğini belirlemek için faktör analizi gibi istatistiksel teknikler kullanmaktadır. Ölçeğin geliştirilmesi aşamasında, ölçeğin kapsamı, amaçları ve ölçme aracının güvenilirliği dikkate alınmıştır. Sonuçlar, dijital vatandaşlık kavramının ölçülmesi için etkili bir araç olan ölçeğin güvenilir ve geçerli olduğunu göstermektedir. Bu çalışma, dijital vatandaşların bilgi teknolojilerini etkin ve bilinçli bir şekilde kullanmalarına yönelik politika ve uygulamalara rehberlik ederek, dijital devlet ekosisteminin güçlendirilmesine katkı sağlamayı amaçlamaktadır.

Research on the Digital Citizenship Scale for Strengthening the Digital Government Ecosystem

Abstract

This study, titled "Research on the Digital Citizenship Scale for Strengthening the Digital Government Ecosystem," emphasizes the importance of the concept of digital citizenship and aims to enhance the effectiveness of digital government. The research focuses on a specific scale development process, aiming to assess the ability of digital citizens to use information technologies effectively and conscientiously. Based on a sample of participants from various demographic backgrounds, the study evaluates the construct validity and unidimensionality of the scale. In this context, statistical techniques such as factor analysis are used to determine the construct validity of the scale. During the development phase of the scale, the scope, objectives, and reliability of the measurement tool were taken into account. The results demonstrate that the scale is a reliable and valid tool for measuring the concept of digital citizenship. This study aims to contribute to the strengthening of the digital government ecosystem by guiding policies and practices towards enabling digital citizens to use information technologies effectively and conscientiously.
