After the conquest of Istanbul, the use of alcohol by non-Muslims and taverns as a place became new elements introduced to the Ottoman administration and society. Although it is forbidden for Muslims to drink alcohol, over time alcohol consumption began to become widespread among Muslims. The legal regulations and measures taken by the Ottoman Empire in this regard were often of no use. The harsh economic conditions of the First World War and the War of Independence caused an increase in alcohol use and, accordingly, prostitution and venereal diseases. This situation negatively affected the demographic structure and the health condition of the society. On April 28, 1920, in the Grand National Assembly of Turkey, the law proposal made by Trabzon Deputy Ali Şükrü Bey, one of the leaders of the second group, regarding the prohibition of the use, import and sale of alcohol, was passed on the Prohibited Alcohol Law on September 14, 1920, after long negotiations and discussions. was accepted as. In this study, it was intended to make determinations on the implementation of the Prohibited Alcohol Law in Kastamonu.
Özİstanbul’un fethinden sonra gayrimüslimlerde görülen içki kullanımı ve bir mekân olarak meyhaneler, Osmanlı yönetim ve toplumunun tanıştığı yeni unsurlar oldu. Müslümanların içki içmesi haram kılınmış olmakla birlikte, zamanla içki kullanımı Müslümanlar arasında da yaygınlaşmaya başladı. Bu hususta Osmanlı Devleti’nin yapmış olduğu hukukî düzenlemeler ve almış olduğu tedbirler ise çoğu kez işe yaramadı. Birinci Dünya Savaşı ve Millî Mücadele yıllarının ağır iktisadî şartları, içki kullanımının ve buna bağlı olarak fuhşun ve zührevi hastalıkların daha da artmasına sebep oldu. Bu durum ise demografik yapıyı ve toplumun sıhhî durumunu yakında etkiledi. 28 Nisan 1920’de Türkiye Büyük Millet Meclisi’nde ikinci grubun önde gelenlerinden Trabzon Mebusu Ali Şükrü Bey’in içki kullanımı, ithali ve satımının yasaklanmasına ilişkin vermiş olduğu kanun teklifi, uzun müzakere ve tartışmalardan sonra 14 Eylül 1920’de Men’i Müskirat Kanunu olarak kabul edildi. Bu çalışmada Men’i Müskirat Kanunu’nun Kastamonu’da uygulanması üzerine tespitlerde bulnulması düşünülmüştür.
