Public-Private Partnership (PPP) is a
significant procurement method in providing a public service. in particular, airport projects which constitute the
most capital-demanding infrastructures and the level of risks to which these
investments are subjected to is a great significance. Based on extensive
systematic literature review, critical success factors (CSFs), and risk factors
were collected to design a structural questionnaire for professionals and
experts for airports PPP projects in Turkey, 162 experts of which 67 of them
responded. The results revealed that the most important CSFs and risk factors
are identified and grouped by factor analysis test and combined in terms of 9
key performance indicator (KPI).
