YUNANİSTAN VE SURİYELİ MÜLTECİLER: AVRUPA’NIN KAPISINI ZORLAMAK*

Öz

Orta Doğu ve Kuzey Afrika ülkelerinde köklü değişikliklere neden olan Arap Baharı, en ciddi etkisini Suriye üzerinde göstermiştir. Yüz binlerce insanın ölümüne, milyonlarca insanın ülkelerini terk etmesine neden olan gelişmeler, komşu ülkeleri etkilediği kadar Avrupa ülkelerini de önemli ölçüde etkilemiştir. Bu çerçevede, Suriye’den Avrupa’ya kaçmak isteyen Suriyeliler için Avrupa’ya açılan kapılardan biri de Yunanistan olmuştur. Böylece, sorunun doğrudan taraflarından biri olan Avrupa’nın yaklaşımını Yunanistan özelinde incelemek dikkat çekici olacaktır. Bu bağlamda çalışmada, Yunanistan’ın Suriyeli mültecilere yaklaşımı 2015-2017 dönemiyle sınırlandırılarak Yunanistan Başbakanı Aleksis Çipras’ın ve konuyla ilgili yetkililerin söylemleri çerçevesinde kronolojik olarak aktarılacaktır. Sonuç olarak, ciddi ekonomik sorunlarla mücadele eden Yunanistan’ın, söz konusu göç baskısı karşısında gerekli tedbirleri alamadığı görülmüştür. Ayrıca, hiçbir devletin tek başına çözemeyeceği Suriyeli mülteciler sorununda Yunanistan’ın Avrupa Birliği’nden ve Türkiye’den destek talebi söz konusu olmuştur.

GREECE AND SYRIAN REFUGEES: FORCING THE EUROPEAN DOORS

Öz

Arab Spring that causes fundamental changes in
Middle East and North Africa countries has showed the most serious effect over
the Syria. Developments that cause death of hundreds of thousands of people and
leave the country of millions of people have affected neighbor countries as
well as European countries. In this framework, Greece has been one of the
gateways to Europe for Syrians who run away from Syria to Europe.  So, examining the Europe’s approach as one of
the sides of the problem in context of Greece will be remarkable. In this
context, this paper will chronically deal with Greece’s approach to Syrian
refugees within the frame of discourses of Greece Prime Minister Alexis Tsipras
and related authorities over the period 2015-2017. Consequently, it is seen
that Greece which struggle serious economic problems, hasn’t taken required
precautions in aforementioned migration wave. Besides, Greece has asked for
support from the European Union and the Turkey to refugee problem as no single
country can handle the refugee problem by itself.
