Devletlerarası İşbirliğine Dair Alternatif Bir Yaklaşım: Amil-vekil İlişkisi Kavramı ile Avrupa Birliğini Anlamak

Öz

İkinci Dünya Savaşı sonrası dönemde devletler
arasındaki işbirliklerinin sayısında rekor bir artış meydana gelmiştir. Bu işbirliği
faaliyetlerini anlamak üzere çok sayıda farklı teorik yaklaşım ve kavramsal
çerçeve geliştirilmiştir. Devletlerarası işbirliğini anlamak üzere geliştirilen
teorik kavramlardan biri de amil-vekil ilişkisidir. Amil-vekil ilişkisi kavramı
son dönemde ekonomi, siyaset bilimi ve uluslararası ilişkiler gibi çok sayıda
farklı disiplinde etkileri görülen yeni kurumsalcılık yaklaşımının bir türü
olan rasyonel-tercih kurumsalcılığının öne çıkan kavramlarından biridir. Bu
çalışmada da devletler arasında tarihsel süreçte varlık kazanan işbirliklerinden
sıklıkla en başarılısı olarak anılan Avrupa Birliği, amil-vekil ilişkisi
kavramı çerçevesinde ele alınmaktadır. Avrupa Birliği bütünleşmesinin özellikle
de Birlikte üye devletler ve Avrupa Birliği kurumları arasındaki ilişkilerin
amil-vekil ilişkisi kavramı temelinde anlaşılıp anlaşılamayacağı üzerinde
durulmaktadır. Bu kapsamda ilk olarak amil-vekil ilişkisi, bu ilişkinin varlık
sebebi olan yetki devri aşaması ve yetki devri sonrasında ortaya çıkan
dinamikler hesaba katılarak sunulmaktadır. Çalışmanın ikinci kısmında ise ilk
bölümde sunulan kavramsal çerçeveden hareketle Avrupa Birliği düzeyinde
amil-vekil ilişkisinin nasıl hayata geçtiği üzerinde durulmaktadır.
