AB  - Türkiye’de kentlerin en önemli sorunlarından birisi gecekondulaşma ve plansız yapı stokudur. Bu sorun yalnızca kentlerin plansız gelişmesiyle sınırlı kalmamakta, aynı zamanda afet riskleri nedeniyle can ve mal güvenliğini de tehdit etmektedir. Bu nedenle Hükümet 2011 yılında yaşanan Van depreminden sonra 31 Mayıs 2012 tarihinde ‘6306 Sayılı Afet Riski Altındaki Alanların Dönüştürülmesi’ yasasını çıkartmıştır. Bu yasa daha önceki kentsel dönüşüm uygulamalarından daha geniş kapsamlı bir dönüşüm sürecini başlatmıştır. Kamuoyunun bu süreç hakkında ne derece bilgi sahibi olduğu, konuyu nasıl algıladığı ve destekleyip desteklemediği ise önemli bir konudur. Bu bağlamda medyanın kamuoyu üzerindeki etkisi büyük önem taşımaktadır. Bu nedenle bu makale yazılı basında kentsel dönüşümle ilgili haberlerin ‘çerçeveleme kavramı’ bağlamında incelenmesini içermektedir. Bir yıllık süreçte yüksek tirajlı gazetelerde çıkan haberler incelendiğinde medyanın konuyu sınırlı biçimde ele aldığı ve yasanın muhataplarını ilgilendiren sosyal ve ekonomik yönlerini yeterince yansıtmadığı anlaşılmıştır.

N2  - One of the mostsignificant problems of urban areas in Turkey is squatter housing and haphazardbuilding stock. This problem is not onlyabout unplanned growth, but it also threatens the safety of people and propertybecause of the disaster risks.Therefore, the government enacted Transformation of Areas under DisasterRisk Act No: 6306 in May 31, 2012 after the earthquake in Van in 2011. The lawinitiated a more comprehensive urban transformation process than previous urbantransformation implementations. The level of information among the people, theway it is perceived and weather it is supported by the general public are alsoimportant issues. In this context, the effect of media on public opinion isvery important. Therefore, this paper includes the analysis of urbantransformation news in terms of ‘framing theory’. When the news published in newspapers withhigh circulation within e period of one year were analyzed, it is understoodthat the media handle the issue in a limited way and fails to reflect thesocial and economic aspects of the issue that are concerning the addressees ofthe law.
