AB  - Kamu düzeninin sağlanmasında işlenen suçlarla mücadeleden ziyade suçun oluşmasını önlemek daha önemli ve etkilidir. Bu çalışmada öncelikle suç, suçlu, suçluluk, suç önleme ve suçla mücadele kavramları ve bu kapsamda reaktif ve proaktif polislik kavramları açıklanacaktır. Daha sonra suç önlemenin toplumun huzuru için önemi ve bunun için polisiye tedbirler, toplum destekli polislik ve insanların ahlaki ve dini açıdan güçlendirilmesinin etkisi tartışılacaktır
