AB  - Bu çalışma, optimal kararlara ulaşmayı hedefleyen “Yönetim Süreçlerinde TasarımTeorisi” metodunu ve adımlarını ülkemizde tanıtmayı amaçlamaktadır. Gelişmiş ülkelerdeorganizasyonların karar süreçlerinde kullanılan Tasarım Yaklaşımı metodu, en uygun kararaulaşılarak uygulamaların etkin ve verimli şekilde ilerlemesine yardımcı olmaktadır. Çalışmadabu amaca ilişkin teorik ve örnekli literatür taraması yapılmış, metotlar detaylı incelenerekbir model geliştirilmiştir. Örnekler “Tasarım Teorisini” akademik literatüre kazandıranHerbert Simon ve teoriyi destekleyen Peter Gorb, Alan Topalian çalışmaları ile bu konuyuinceleyen yönetim bilimi kaynaklarından elde edilmiştir. Metotlar, Herbert Simon karar sürecimodelini geliştiren Stanford (D. School) Hasso-Plattner Tasarım Enstitüsü ile model üzerindeİngiltere’de çalışmaları bulunan Alan Topalian ve Rafig Almansy uygulamalarından alınmıştır.Bu araştırmalar sonucunda “Tasarım” metodunun programlanmamış sorunların çözülmesindeeksik inceleme ihtimalini en aza indirdiği, böylece rasyonele en yakın kararın alınmasınakatkıda bulunacağı görülmüştür. Yönetim ve karar süreçlerinde “Tasarım Yaklaşımı” büyükyatırımların ve kitleleri ilgilendiren kamu kararlarının etkinliği ile toplam faktör verimliliğininartırılmasına katkıda bulunacağı düşünülmektedir. Akademik literatürde “Yönetim ve KararSüreçlerinde Tasarım Teorisi” ni araştıran çalışmanın bulunmaması nedeniyle bu inceleme birözgünlük sağlamaktadır.

N2  - This study aims to introduce the “Design Theory in Management Processes” method and itssteps in our country, which aims to reach optimal decisions. The Design Approach method,which is used in the decision processes of organizations in developed countries, helps theapplications to proceed effectively and efficiently by reaching the most appropriate decision. In this study, a theoretical and exemplary literature review has been made and a modelhas been developed by examining the methods in detail. Examples were obtained from theworks of Herbert Simon, who introduced “Design Theory” to the academic literature, andPeter Gorb, Alan Topalian, who supported the theory, and management science sources thatexamine this subject. The methods were taken from the Stanford (D. School) Hasso-PlattnerDesign Institute, which developed the Herbert Simon decision process model, and from AlanTopalian and Rafig Almansy, who worked on the model in England. As a result of these researches, it was seen that the “Design” method minimizes the possibility of incomplete examination in solving unprogrammed problems, thus contributing to the decision makingclosest to the rational. It is thought that the “Design Approach” in management and decisionprocesses will contribute to the effectiveness of large investments and public decisions concerning the masses and to increase total factor productivity. Since there is no study investigation “Design Theory in Management and Decision Processes” in the academic literature,this review provides an originality.
