The ideological differences, which formed the basis of the differences of opinion on how to govern Germany, caused the Western Allies and the USSR to define each other as enemies. The aggressive attitude, that first started with the Soviet blockade of Berlin continued with mutual propaganda and moves, which further deepened the problems between East and West. In fact, a common decision could not be reached on the political and economic unity of Germany, so the Western Allies united the Western Occupation Zones and started the process leading to the establishment of the Federal Republic of Germany.
