AB  - Küreselleşme ve bunun sonucunda oluşan uluslararasılaşma artık tüm alanları etkisi altına almış, özellikle siyasi boyutta bir çığır açmıştır. Geleneksel yöntemlerle yürütülen siyasi anlayış değişmiş, artık modern hatta postmodern yapıya geçilmiştir. Ülkeler arası yürütülen ilişkilerde kullanılan diplomasi de boyut atlayarak kamu diplomasiye evrilmiştir. Öyle ki ülkeler kamu diplomasisi faaliyetlerini dijitalleşme ile birlikte dijital ortamlarda yürütmeye ve böylece ‘erişilebilirlik’ kavramını somutlaştırmaya başlamıştır. Bugün özellikle aday ülkelere çeşitli fonlar sağlayarak ilişkilerini güçlendirmeye çalışan Avrupa Birliği’nin kamu diplomasisi alanında oldukça önemli olduğunu söylemek mümkün. Bu amaçla çalışmada Avrupa Komisyonu’nun hem üye ülke hem de aday ülke kamuoyuna yönelik yürüttüğü iletişim stratejisi kapsamlı şekilde incelenmiş, amaçlı örneklem yöntemi ile seçilen AB üye ülkelerde bulunan Doğrudan Avrupa (Europe Direct) Merkezleri ile aday ülkelerde bulunan AB Bilgi Merkezleri yeni adıyla Avrupa Evi (Europe House) doküman analizi tekniği kullanılarak analiz edilmiştir. AB’ye üye ülkelerde toplam 424 Europe Direct Merkezi’nin ve aday ülkelerde ise AB Bilgi Merkezi, Avrupa Dokümantasyon Merkezi ve AB Köşesi olmak üzere toplam 94 merkezin bulunduğu fakat AB Bilgi Merkezleri’nin zaman içerisinde özellikle Batı Balkanlar’da Europe House’lara evrildiği bulgulanmıştır Avrupa Evi’ne evrildiği bulgulanmıştır. Bununla birlikte dijital dünyaya geçişle birlikte AB Dokümantasyon Merkezleri’nin kapandığı görülmüştür. Bu bağlamda AB’nin hem üye hem de aday ülkelerdeki kamu diplomasisi politikasında bu Merkezlerin oldukça önemli bir yere sahip olduğu sonucuna ulaşılmıştır.

N2  - The political understanding carried out with traditional methods has changed and a modern and even postmodern structure has been adopted because of globalization and internationalization. Diplomacy used in relations between countries has also evolved into public diplomacy, so the countries have begun to carry out their public diplomacy activities in digital environments with digitalization, thus embodying the concept of 'accessibility'. Today, it is possible to say that the European Union, which tries to strengthen its relations by providing various funds to candidate states, is very important in the field of public diplomacy. For this purpose, the communication strategy of the European Commission towards the public of both member states and candidates were comprehensively examined in the study. Europe Direct in member states and EU Information Centers (now known as Europe House) in candidates were selected with the purposeful sampling method and analyzed with the document analysis technique. It has been observed that there are a total of 424 Europe Direct Centers in the EU member states and a total of 94 Centers in the candidates that including the EU Information Center, European Documentation Center and EU Corner. However, it has been found that EU Information Centers have evolved into Europe Houses over time, especially in the Western Balkans, and with the transition to the digital world, EU Documentation Centers were closed. In this context, it has been concluded that these Centers have a very important place in the EU's public diplomacy policy in both member states and candidates.
