Ancak kamusal amaçlarla çelişen doğası ve performans artırmadaki belirsizlikler nedeniyle uygulanabilirliği hâlâ tartışmalıdır. Literatürde çeşitli çözüm önerileri geliştirilmiş olsa da kalıcı çözümler sağlanamamıştır. Bu çalışma, stratejik yönetimin doğduğu ABD ve İngiltere'deki deneyimlerden hareketle, kamu-özel çelişkisine daha az sahip Anglosakson gelenekteki sorunlar ve çözüm arayışları ekseninde stratejik yönetimin kamuda uygulanabilirliğini tartışmaktadır. Çalışma ABD ve İngiltere’deki uygulama sorunları ve bu sorunları aşmak üzere literatürün geliştirdiği yanıtlara odaklanmaktadır. However, its applicability remains contested due to its conflicting nature with public goals and uncertainties in improving performance. Although various solutions have been proposed in the literature, no permanent resolution has been achieved. This study discusses the applicability of strategic management in the public sector by focusing on the Anglo-Saxon tradition, where the public-private contradiction is less pronounced. It examines the challenges experienced in the United States and the United Kingdom -where strategic management originated in public administration- and explores the relevant body of literature developed to address these challenges.
