AB  - Henüz yeni ve multidisipliner bir çalışma alanı olmasına rağmen yapay zekanın (YZ) gelişim ve yayılma hızı uygulama alanlarının genişliği ve ürettiği etki gibi faktörler göz önüne alındığında hayatın her alanında köklü değişim ve dönüşümler vadettiği görülmektedir. YZ teknolojileri, özellikle yerel ve müşterek kamu hizmetlerinin sunulması amacında ve sorumluluğunda olan yerel yönetimler için oldukça dikkat çekici bir konu olma niteliğindedir. Bu bakımdan, büyükşehir belediyelerinin barındırdıkları nüfus ve sahip oldukları fiziki ve beşeri kaynaklar dikkate alındığında bu belediyelerin YZ teknolojilerinden faydalanma seviyeleri ve YZ teknolojileri karşısındaki tutumları ve beklentilerinin de oldukça önemli olduğu ifade edilmelidir. Bu çalışmanın amacı, büyükşehir belediyeleri perspektifinden yerel kamu hizmetlerinde YZ teknolojilerinin uygulama seviyesinin tespiti, bu teknolojilerle ilgili bilgi, algı ve beklentilerin ölçülmesi ve yerel hizmetlerde YZ kullanımının çeşitli yönlerden değerlendirilmesidir. Bu amaçla çalışmada, büyükşehir belediyesinin bilgi işlem birim yetkililerine çoktan seçmeli, liste, kategori ve sıralama soru tiplerinden oluşan toplam 20 anket sorusu yöneltilmiştir. Elde edilen veriler Excell PivotTable programı ile değerlendirilmiştir. Çalışmada, nicel araştırma yöntemleri kullanılmıştır. Çalışmada anket sonuçlarından elde edilen verilerin değerlendirilmesinde tanımlayıcı istatistiksel metotlardan faydalanılmıştır. Çalışmada yerel kamu hizmetlerinde YZ teknolojilerinin henüz yaygın olarak kullanılmamakla birlikte faydalı bir teknoloji olarak görüldüğü, birçok yerel hizmette kullanılabileceği ve kamu hizmetleri için bir fırsat olarak değerlendirildiği sonucuna ulaşılmıştır.

N2  - Although it is still a new and multidisciplinary field of study, considering factors such as the development and spread of artificial intelligence, the breadth of its application areas and the impact it produces, it seems to promise radical changes and transformations in all areas of life. AI technologies are a striking issue, especially for local governments whose aim and responsibility is to provide local and common public services. Considering the population of metropolitan municipalities and their physical and human resources, it should be stated that the level of utilization of AI technologies in these municipalities and their attitudes and expectations towards AI technologies are also significant. This study aims to determine the application level of AI technologies in local public services from the perspective of metropolitan municipalities, to measure the knowledge, perceptions and expectations regarding these technologies, and to evaluate the use of AI in local services from various aspects. For this purpose, a total of 20 survey questions consisting of multiple choice, list, category and ranking question types were asked to the IT unit officials of the metropolitan municipality. The data obtained was evaluated with the Excel Pivot Table program. In the study, quantitative research methods were used, and descriptive statistical methods were utilized in the evaluation of the data. Descriptive statistical methods were used in the evaluation of the data obtained from the survey results in the study. The study concluded that although AI technologies are not yet widely used in local public services, they are seen as useful technology, can be used in many local services, and are considered as an opportunity for public services.
