AB  - Küresel sağlık açısından önemli bir tehdit olan tütün kullanımı ile mücadele küresel düzeyde bir dayanışma gerektirir. Artan ticari ilişkiler, yabancı yatırımlar, uluslararası pazarlama ve küreselleşme hareketleri tütün salgınının bazı önemli nedenleridir. Salgının uluslararası boyutları nedeniyle, tütün kontrolü şeffaf bir biçimde sürdürülen uluslararası iş birliğini ve karşılıklı anlaşmaları gerektirmektedir. Tütün kontrolü için önemli görev ve sorumlulukları olan kurumsal bileşenler arasında yerel yönetimler de vardır.  Belediyeler gibi yerel yönetimler her ülkede farklı bir yapıya sahip olsalar ve farklı yöntemler izleseler de tütün kontrolünün evrensel yaklaşımları ile uyumlu hareket ettiklerinde Dünya’da tütün kontrolü açısından önemli katkı yapma potansiyeline sahiptir. Küresel tütün salgınının büyümesini ve yayılmasını azaltmak amacıyla çok taraflı iş birliğini ve ulusal düzeyde eylemi teşvik etmek için tasarlanmış “Dünya Sağlık Örgütü Tütün Kontrolü Çerçeve Sözleşmesi (DSÖ-TKÇS)” tütün kontrolü için uluslararası bir rehber görevi görmektedir. Tarihsel süreçte önemi olan gelişmelerin bugün de hatırlanması ve güncel sorunlar üzerinden yeniden yorumlanması tütün kontrolüne rehberlik edebilir. Bu makale, DSÖ-TKÇS başta olmak üzere küresel tütün kontrolü politikalarının kısa tarihçesinin politikaların belediyelerde nasıl uygulanabileceğinin ve tütün kontrolünün en önemli tehdidi tütün endüstrisinin taktiklerinin neler olduğunun açıklanmasını amaçlamaktadır. Makale ayrıca Dünya’da tütün sorununda küresel taktiklerle mücadele için küresel politikalar ve sektörler arası iş birliği gereksinimine, belediyelerin de katılımıyla toplum temelli sistematik bir tütün kontrolü politikası geliştirme ve uygulamanın önemine dikkat çekmektedir. Sonuç olarak, belediyeler tütün kontrolünün önemli bir bileşenidir. Tütün kontrolü konusunda belediyeleri destekleyen güçlü mekanizmaların oluşturulmasına ihtiyaç vardır.

N2  - Tobacco use, a significant threat to global health, requires global solidarity for an effective struggle. Increasing commercial relations, foreign investments, international marketing, and globalization are some important reasons for the tobacco epidemic. Due to its international dimensions, tobacco control requires transparent international cooperation and mutual agreements. Local authorities, like municipalities, are the institutional actors with important roles and responsibilities in this effort. Despite having different structures and methods in each country, municipalities have the potential to make significant contributions to global tobacco control when they act in line with the universal tobacco control approach. The World Health Organization Framework Convention on Tobacco Control (WHO FCTC), which is designed to promote multilateral cooperation and national action in order to reduce the growth and spread of the global tobacco epidemic, serves as a guide for tobacco control efforts. Remembering the important historical developments and reinterpreting them in light of  current problems can guide tobacco control efforts. This article aims to address the brief history of global tobacco control policies, particularly the WHO FCTC, how the policies can be implemented in municipalities and analyze the tactics of the tobacco industry,the biggest threat to tobacco control. It also emphasizes the necessity of global policies and inter-sectoral cooperation to tackle the global tobacco burden, and highlights the importance of developing and implementing systematic, community-based tobacco control policies with the engagement of municipalities. In conclusion, municipalities are important components of tobacco control. There is a need to build strong mechanisms that support municipalities in tobacco control.
