AB  - Son yıllarda popüler bir konu haline gelen yapay zekâ hâlihazırda gündelik yaşamımızın bir parçası haline gelmiştir. Yapay zekâ kullanımının birçok alanda yaygınlaşmış olması tehditlere ve mağduriyetlere de neden olabilme ihtimalini artırmaktadır. Dolayısıyla, yapay zekânın oluşturabileceği tehditler ve yaşatabileceği mağduriyetlerden kaçınabilmek amacıyla yapay zekâya ilişkin hukuki düzenlere ihtiyaç duyulmaktadır. Dünyada liderlik yarışındaki ülkeler için önemli bir alan olan yapay zekâ, ülkelerin düzenleme yarışına girdiği bir konu haline gelmiştir. Pek çok ülke ve kuruluş, bir taraftan yapay zekâya ilişkin ulusal stratejilerini ortaya koyarak bu teknolojinin geliştirilmesi amacıyla uzman yetiştirmek, girişimlerin önünü açmak ve teknoloji lideri olabilmek için mali yatırımlar yaparken, diğer taraftan da söz konusu teknolojinin düzenlenmesine ilişkin çalışmalar ve araştırmalar yürütmektedir. Bu çalışmada ise Avrupa Birliği ve Amerika Birleşik Devletleri’nin bu alanda yapmış oldukları düzenleme çalışmaları incelenmiştir. Avrupa Birliği’nin Yapay Zekâ Yasası genel bir bakış açısı ile ele alınmıştır. Ayrıca ülkemizde yapay zekânın düzenlenmesine ilişkin çalışmalar ele alınarak birtakım önerilerde bulunulmuştur.

N2  - Artificial intelligence, which has become a popular topic in recent years, has already become a part of our daily lives. The widespread use of artificial intelligence in many areas increases the possibility of it causing threats and victimization. Therefore, legal regulations regarding artificial intelligence are needed in order to avoid the preferences that artificial intelligence may create and the victimizations it may cause. Artificial intelligence, which is an important area for countries competing for leadership in the world, has become a subject where countries enter the regulation race. While many countries and organizations, on the one hand, present their national strategies regarding artificial intelligence, make financial investments to train experts for the development of this technology, pave the way for initiatives and become technology leaders, on the other hand, they conduct studies and research on the regulation of the technology in question. In this study, the regulatory studies carried out by the European Union and the United States in this field were examined. The Artificial Intelligence Law of the European Union was discussed from a general perspective. In addition, studies on the regulation of artificial intelligence in our country were discussed and some suggestions were made.
