AB  - Günümüzde iç güvenlik yönetimi, sadece merkezi devlet otoritelerinin yürüttüğü bir süreç olmaktan çıkmış; yerel yönetimler, sivil toplum kuruluşları ve özel sektör gibi farklı aktörlerin katılımını gerektiren çok boyutlu bir yapıya bürünmüştür. Demokratik bir toplumda güvenliğin sağlanması, yalnızca suçla mücadele etmekten ibaret değildir; aynı zamanda bireysel özgürlüklerin korunması, toplumsal adaletin sağlanması ve halkın güvenlik hizmetlerine duyduğu güvenin artırılması gibi unsurları da içermektedir. Bu makale, demokratik değerler çerçevesinde iç güvenlik hizmetlerinde yönetişim yaklaşımının etkilerini incelemeyi amaçlamaktadır. Özellikle yönetişim modelinin şeffaflık, hesap verebilirlik ve katılımcılık ilkeleri doğrultusunda iç güvenlik politikalarıyla nasıl bütünleştiği ve güvenlik hizmetlerinin etkinliğine nasıl katkı sağladığı ele alınmaktadır. Türkiye'deki iç güvenlik hizmetlerinde yönetişim anlayışının gelişimi analiz edilerek Avrupa ülkeleri ile karşılaştırmalı bir değerlendirme sunulacaktır. Çalışma, nitel bir araştırma yöntemi benimsemekte olup literatür taraması ve karşılaştırmalı analiz tekniklerine dayanmaktadır. Makale, yönetişim yaklaşımının iç güvenlik hizmetlerinde etkinlik, şeffaflık ve toplumsal katılımı artırdığı varsayımı üzerine inşa edilmiştir. Ayrıca, demokratik bir güvenlik yönetiminin sadece merkezi otoriteler tarafından yürütülen bir süreç olmaktan çıkıp, sivil toplum ve yerel yönetimlerin katılımını gerektirdiği kabul edilmektedir. Türkiye'nin iç güvenlik hizmetlerinde yönetişim yaklaşımıyla sağlanan kazanımlar, Avrupa ülkeleriyle yapılan karşılaştırmalarla birlikte değerlendirildiğinde, güvenlik politikalarında daha fazla şeffaflık ve hesap verebilirlik ihtiyacı ortaya çıkmaktadır. Sonuç olarak Türkiye’de iç güvenlik hizmetlerinde yönetişim modelinin tam anlamıyla benimsenebilmesi için kurumsal reformların gerçekleştirilmesi, yerel yönetimlerin yetkilerinin artırılması ve sivil toplumun güvenlik politikalarına daha aktif katılımının sağlanması önerilmektedir.

N2  - In the course of present day, internal security management has ceased to be a process carried out solely by central state authorities, and has taken on a multidimensional structure that requires the participation of different actors such as local governments, civil society organizations, and the private sector. Ensuring security in a democratic society is not only about combating crime; it also includes elements such as protecting individual freedoms, ensuring social justice, and increasing public trust in security services. This article aims to examine the effects of the governance approach in internal security services within the framework of democratic values. In particular, it addresses how the governance model integrates with internal security policies in line with the principles of transparency, accountability, and participation, and how it contributes to the effectiveness of security services. The development of the governance approach in internal security services in Turkey will be analyzed, and a comparative assessment with European countries will be presented. The study adopts a qualitative research method and is based on literature review and comparative analysis techniques. The article is built on the assumption that the governance approach increases effectiveness, transparency, and social participation in internal security services. In addition, it is accepted that democratic security management is not a process carried out solely by central authorities, but requires the participation of civil society and local governments. When the achievements made through the governance approach in Türkiye's internal security services are evaluated together with comparisons made with European countries, the need for more transparency and accountability in security policies emerges. As a result, it is recommended that institutional reforms be carried out, the powers of local governments be increased, and civil society be more actively involved in security policies in order to fully adopt the governance model in internal security services in Turkey.n order to fully adopt the governance model in internal security services in Turkey.
