AB  - Bu çalışma, kültürü sürdürme ve ölçme arasındaki gerilimi UNESCO Yaratıcı Kentler Ağı bağlamında ele almaktadır. Ağ, kültürel üretimler aracılığıyla ekonomik ve sosyal adaleti güçlendirmeyi amaçlayan bir girişim olarak tasarlansa da uygulamada nicel göstergelere dayalı değerlendirme sistemleri nedeniyle kentler arasındaki eşitsizliği yeniden üretme riski taşımaktadır. Türkiye’den 2019 yılında müzik temasıyla ağa dâhil olan Kırşehir, bu gerilimin yerel düzeydeki somut örneklerinden biridir. Kentin müzikal kimliği, düğünler gibi kültürel altyapı mekânlarında süren kayıt dışı ekonomi ve yerel aktarım biçimlerine dayandığından, bu üretim pratiklerinin ölçülebilirlik beklentileriyle uyumlandırılması güçleşmektedir. Çalışma kapsamında, 2021–2025 yılları arasında, toplam 31 katılımcıyla yapılan derinlemesine görüşmeler, yaratıcı kent politikalarının sahadaki yansımalarını ortaya koymuş; elde edilen veriler, aktarım temelli kültürel üretim biçimlerinin mevcut yaratıcı kent politikaları tarafından yeterince kapsanmadığını, kültürel sürdürülebilirliğin yeniden değerlendirilmesi gerektiğini göstermiştir. Bu doğrultuda, çalışmada kültürel üretimleri sürdürmenin yalnızca raporlanabilir ve ekonomik göstergelerle tanımlanamayacağı ileri sürülmektedir; yerel pratiklerin mevcut sürdürülebilirlik uygulamaları içinde nasıl kırılganlaştığını tartışmaya açılmaktadır.

N2  - Cette étude explore la tension entre la préservation et la mesure de la culture dans le cadre du Réseau des Villes Créatives de l’UNESCO. Bien que ce réseau ait été conçu pour promouvoir la justice économique et sociale à travers la production culturelle, sa dépendance aux indicateurs quantitatifs tend, en pratique, à reproduire les inégalités entre les villes. Intégrée au réseau en 2019 sous le thème de la musique, Kırşehir constitue un exemple concret de cette tension au niveau local. L’identité musicale de la ville repose sur une économie informelle et sur des formes de transmission ancrées dans des espaces culturels tels que les mariages, qui sont difficiles à traduire en indicateurs mesurables. À partir d’entretiens approfondis menés avec 31 participants entre 2021 et 2024, l’étude montre que ces formes de production culturelle ne sont pas suffisamment prises en compte dans les politiques actuelles. Elle soutient que la durabilité culturelle ne peut être définie uniquement par des critères économiques et quantifiables.
