AB  - İklim değişikliğinin küresel ekosistemi bozan hali, aşırı hava olaylarını artırmaktadır. Aşırı hava olaylarının sonuçlarından biri kuraklıktır. İklim değişikliği dünyanın pek çok yerinde kuraklığın sıklığını, yoğunluğunu, kapsamını ve süresini artırmakta; kuraklığın ekonomik planlamada yapısal bir faktör olarak ele alınması zorunluluğunu ortaya koymaktadır. Nitekim sürdürülebilir bir ekonomi ve ekosistem bağlamında yönetsel süreçlerin yeniden inşası, neyin nasıl yapılacağı noktasında belirsizliklerini devam ettirmektedir. Bu kapsamda kuraklığın derin ekonomi politik etkileri göz önüne alındığında ve sürdürülebilirliğin önünde etkili bir sınırlayıcı olduğu kabulü ile kurumsal süreçlere entegre edilmesi gereksinimi, koordineli ve bütünsel kuraklık risk yönetimi ihtiyacını ortaya çıkarmaktadır. Bununla beraber iklim değişikliği ile doğrudan ilişkili olması nedeniyle kuraklığın suyun mevcut ve olası risk durumlarıyla birlikte değerlendirilmesi, kuraklık potansiyelinin belirlenmesi açısından önem arz etmektedir. Bu bağlamda çalışmanın amacı; kuraklığın afet yönetimi paradigması çerçevesinde, azaltılması, önlenmesi ile potansiyel risk ve tehlikelerine karşı uyum eylemlerinin güçlendirilmesi konusunda yerel yönetimlerin neler yapabilir ihtiyacının karşılanmasına yöneliktir. Buna göre dirençlilik oluşturmak adına kuraklık mücadelesinde yerel yönetimlere yaklaşım önerileri sunulmuş, entegre bir yaklaşımın benimsenmesinin önemine işaret edilmiştir.

N2  - The state of climate change that disrupts the global ecosystem increases extreme weather events. One of the consequences of extreme weather events is drought. Climate change increases the frequency, intensity, scope and duration of drought in many parts of the world; it reveals the necessity of considering drought as a structural factor in economic planning. Indeed, the reconstruction of administrative processes in the context of a sustainable economy and ecosystem continues to be uncertain in terms of what to do and how. In this context, considering the deep economic political effects of drought and accepting that it is an effective limiter to sustainability, the need for its integration into institutional processes reveals the need for coordinated and holistic drought risk management. However, since it is directly related to climate change, evaluating drought together with the current and potential risk situations of water is important in terms of determining drought potential. In this context, the aim of the study is to meet the need for what local governments can do in terms of reducing, preventing drought within the framework of the disaster management paradigm and strengthening adaptation actions against potential risks and hazards. Accordingly, in order to create resilience, approach suggestions were presented to local governments in the fight against drought, and the importance of adopting an integrated approach was pointed out.
