Türkiye’nin Paris Anlaşması sonrası artan yükümlülükleri bağlamında geliştirilen bu yasa, piyasa temelli mekanizmalarla emisyon azaltımı hedeflerini merkeze alırken, sosyal eşitlik, kurumsal şeffaflık ve toplumsal katılım gibi temel unsurları ikincil plana itmektedir. Çalışmada nitel analiz yöntemi kullanılarak, kanun metninin çevre politikalarında görülen yeşil aklama eğilimlerini nasıl pekiştirebileceği, karbon piyasaları ve emisyon denkleştirme araçlarının şeffaflık ve hesap verebilirlikten uzak biçimde uygulanması halinde doğurabileceği olumsuz sonuçlarla birlikte ele alınmıştır. Ayrıca kanun teklifinin mevcut haliyle, çevresel sürdürülebilirlikten ziyade ekonomik büyüme odaklı bir yaklaşımı sürdürdüğünü ve bu bağlamda neoliberal çevre yönetişiminin sınırlarını yeniden ürettiğini savunmaktadır. Bununla beraber, merkeziyetçi bir iklim yönetimi anlayışının yerel yönetimler ve kırılgan gruplar üzerindeki dışlayıcı etkilerine de dikkat çekilerek, daha gerçekçi ve uygulanabilir bir kanununun nasıl olması gerektiğine dair öneriler sunulmuştur.
