Social entrepreneurship, beyond economic innovation, reflects a value-based approach centered on civic responsibility and social impact. Education in this field enables students to identify societal challenges, develop innovative solutions, and participate actively in democratic life. In Turkey, social entrepreneurship education remains emergent, mostly led by NGOs and short-term projects, with limited integration into formal curricula. Civic education often emphasizes national identity over participatory democracy or critical engagement. In contrast, Lithuania has implemented a more structured, EU-aligned strategy, integrating social entrepreneurship and civic education through inclusive pedagogies and community-based learning. The study suggests that Turkey requires systemic reforms to align civic education with social entrepreneurship principles. Lithuania, meanwhile, offers replicable policy models and institutional practices.
