Bu belirsizlikte, karmaşık kamu politikası süreçlerinde etkilerin belirli bir aktöre atfedilmesinin güçlüğü kadar, “etki” kavramının tanımlanması ve ölçülmesinin zorluğu da önemli rol oynamaktadır. Bu makalenin amacı, düşünce kuruluşlarının kamu politikalarındaki etkilerini tartışmak ve bu etkinin nasıl ölçülebileceğine dair analitik bir çerçeve sunmaktır. Bu doğrultuda, alandaki temel çalışmalar ve yaklaşımlar karşılaştırmalı olarak incelenmiş, benzerlik ve farklılıklar üzerinden bir senteze ulaşılmaya çalışılmıştır. Araştırmalar, maddi destekle varlığını sürdüren düşünce kuruluşlarının, etkili oldukları algısını güçlendirmek için medya görünürlüğüne ve etki iddialarına ağırlık verdiklerini göstermektedir. Bu durum, “görünürlük = etki” algısını beslemekte ve zaman zaman abartılı etkili olma söylemleriyle desteklenmektedir. Ancak sonuçlar, düşünce kuruluşlarının ne kendi ilan ettikleri kadar etkili, ne de bazı eleştirmenlerin varsaydığı kadar etkisiz olduğunu göstermektedir. Gelecekteki araştırmaların, düşünce kuruluşlarının yalnızca ne kadar etkili olduklarını ölçmeye odaklanmak yerine, politika tartışmalarına olan katkılarını ve bu katkıların niteliğini analiz etmeye yönelmesi gerektiği önerilmektedir. This uncertainty stems not only from the difficulty of attributing complex policy outcomes to a single actor but also from the challenges of defining and measuring the concept of “influence.” This article aims to explore how and to what extent think tanks influence public policymaking and proposes an analytical framework for measuring such influence. To this end, it examines and compares major studies and approaches on think tanks worldwide, highlighting their similarities and differences to develop a synthesized perspective. Research shows that think tanks, which rely on financial support for their sustainability, often seek to project an image of significant influence on public policy and public opinion in order to secure continued funding. This results in increased emphasis on media visibility and a tendency to equate visibility with impact, sometimes accompanied by exaggerated claims of effectiveness. The findings suggest that think tanks may not be as influential as they claim yet are likely more influential than their critics assume. Future research should shift its focus from simply assessing how much influence think tanks have, to examining the nature, quality, and value of their contributions to key policy debates.
