As a case study, NATO’s policies and activities in the state-building process in Kosovo will be examined. Based on the case study, the questions “How did the power policies implemented by NATO in Kosovo and the state-building processes work? Is there a relationship between them?” were sought. The aim of the research is to reveal how successful the concept of smart power is as an analytical tool in explaining practices in the context of the theory-practice relationship regarding state-building.
