AB  - Kentler, dünya genelinde hızla artan nüfusa sürdürülebilir yaşam koşulları sağlama konusunda kritik bir rol oynarken, aynı zamanda iklim değişikliği, ekolojik bozulma ve afetler gibi karmaşık sorunlar ve krizlerle de mücadele etmektedir. Kentsel dirençlilik (resilience), yalnızca krizlere karşı direnç göstermeyi değil, aynı zamanda krizlerin ardından şehirlerin yeniden ayağa kalkma ve gelişme yeteneklerini de kapsayan çok yönlü bir kavramdır. Dirençlilik, şehirlerin gelecekte karşılaşabilecekleri risklerle başa çıkma ve uyum sağlama becerilerine odaklanırken, stratejik planlama da mevcut durumun analiziyle başlayarak şehir için ortak vizyon ve hedefler belirleyen sistematik bir yaklaşımdır. İkisi de uzun vadeli düşünerek, gelecekte karşılaşılabilecek tehditlere hazırlıklı olmayı amaçlamakta ve krizlerle başa çıkabilmek için stratejiler geliştirmektedir. Stratejik planların kentlerin sadece mevcut fırsat ve tehditleri değerlendirmekle kalmayıp, kentsel dirençliliği artıracak politikaları da kapsamaları gerektiği varsayımıyla yapılan bu çalışmada TR83 Bölgesindeki il belediyelerinin hazırladığı stratejik planlar kentsel dirençlilik perspektifiyle ele alarak değerlendirilmiştir. Çalışmada, TR83 bölgesindeki Samsun, Tokat, Amasya ve Çorum İl Belediyelerinin stratejik planlarında kentsel dirençliliğin temel bileşenlerine ne ölçüde yer verildiği incelenmiştir. Belediyelerin bu konudaki farkındalıkları, hazırladıkları eylem planları ve stratejik hedefleri belirlenen kentsel dirençlilik temaları doğrultusunda analiz edilmiştir. TR83 Bölgesi il belediyelerinin stratejik planlarında dirençlilik boyutları incelendiğinde en çok “çevresel dirençlilik” ön plana çıkarken, “ekonomik dirençlilik” en az değinilen boyut olarak tespit edilmiştir.

N2  - Cities play a critical role in providing sustainable living conditions for the rapidly growing global population, while also facing complex challenges and crises such as climate change, ecological degradation, and disasters. Urban resilience is a multifaceted concept that encompasses not only the ability to withstand crises but also the capacity to recover and thrive in their aftermath. While resilience focuses on cities’ ability to manage and adapt to future risks, strategic planning adopts a systematic approach that begins with analyzing the current situation and establishes a shared vision and goals for the city. Both aim to prepare for potential future threats and develop strategies to address crises through long-term thinking. This study, based on the assumption that strategic plans should not only evaluate current opportunities and threats but also include policies to enhance urban resilience, evaluates the strategic plans of provincial municipalities in the TR83 Region from a resilience perspective. It examines the extent to which the fundamental components of urban resilience are addressed in the strategic plans of Samsun, Tokat, Amasya, and Çorum provincial municipalities within the TR83 region. The municipalities’ awareness, action plans, and strategic goals are analyzed in line with the identified urban resilience themes. When examining the dimensions of resilience in the strategic plans of provincial municipalities in the TR83 Region, “environmental resilience” emerges as the most emphasized dimension, while “economic resilience” is identified as the least addressed aspect.
