N2 - Public administration in technology and innovation management holds critical importance, especially in disaster management. This article extensively examines Japan's strategies in using technology and innovation management to combat natural disasters. As a country frequently facing earthquakes, tsunamis, and typhoons, Japan has developed comprehensive and advanced technological solutions for these events. Innovative approaches such as early warning systems, structural reinforcement techniques, and emergency management systems have effectively reduced Japan's disaster risk. The article aims to present Japan's successes in disaster management as a model for other countries, contributing to the identification of appropriate strategies for regions prone to disaster risks. Additionally, it investigates how technology and innovation management can be integrated before, during, and after disasters to enhance management processes. Within this framework, the potential of new technological developments like data analytics, artificial intelligence, remote sensing, and mobile technologies to increase disaster response capabilities is evaluated.
