Digital financial literacy—which combines traditional financial knowledge with digital skills and cybersecurity awareness—is now an essential prerequisite for economic and social participation. This study examines the concept of digital financial literacy, its legal and regulatory framework, and a wide range of educational tools and methods in an international and Hungarian context. It focuses on European Union financial and data protection legislation, innovations generated by the fintech sector, and the psychological aspects of consumer decision-making. The research reviews digital financial risks, including cybercrime, data protection threats, and the risk of digital financial exclusion, and presents the latest empirical findings and case studies. The aim of the paper is to formulate scientifically sound, legally and pedagogically relevant recommendations for the development of financial literacy in the digital age, based on credible sources. The results emphasize that developing digital financial literacy is not only an educational task, but also a strategic social and economic priority that is key to long-term financial stability and consumer empowerment. Geleneksel finansal bilgileri dijital beceriler ve siber güvenlik farkındalığı ile birleştiren dijital finansal okuryazarlık, artık ekonomik ve sosyal katılım için temel bir ön koşuldur. Bu çalışma, dijital finansal okuryazarlık kavramını, yasal ve düzenleyici çerçevesini ve çok çeşitli eğitim araç ve yöntemlerini uluslararası ve Macaristan bağlamında incelemektedir. Avrupa Birliği finans ve veri koruma mevzuatına, fintech sektörü tarafından üretilen yeniliklere ve tüketici karar verme sürecinin psikolojik yönlerine odaklanmaktadır. Araştırma, siber suçlar, veri koruma tehditleri ve dijital finansal dışlanma riski de dahil olmak üzere dijital finansal riskleri gözden geçirmekte ve en son ampirik bulguları ve vaka çalışmalarını sunmaktadır. Çalışmanın amacı, dijital çağda finansal okuryazarlığın geliştirilmesi için güvenilir kaynaklara dayalı, bilimsel olarak sağlam, yasal ve pedagojik açıdan uygun öneriler formüle etmektir. Sonuçlar, dijital finansal okuryazarlığın geliştirilmesinin yalnızca bir eğitim görevi değil, aynı zamanda uzun vadeli finansal istikrar ve tüketicinin güçlendirilmesi için kilit öneme sahip stratejik bir sosyal ve ekonomik öncelik olduğunu vurgulamaktadır.
