It emphasizes the crucial role of libraries not only as custodians of knowledge but also as active institutions of cultural life, education, and public information. The analysis focuses on how state policy—including fixed book price laws, financial subsidies, and translation support—contributes to the sustainability of small and local publishers in the region. Special attention is given to the impact of digitalization, economic disparities, shifting reading habits, and the complexities of copyright protection. The study demonstrates that Scandinavian countries offer globally recognized models in bookselling, publishing, and library services. The article concludes with a set of policy-oriented recommendations to strengthen digital infrastructure, support local content producers, foster a reading culture, enhance international cooperation through translation, and modernize copyright regulations.
