Using UNCTAD Stat data — container port throughput, the Liner Shipping Connectivity Index (LSCI), and the Bilateral LSCI — a dynamic network analysis is conducted for six countries: Turkey, the Russian Federation, Ukraine, Romania, Bulgaria, and Georgia. Annual network matrices are constructed, and strength centrality, betweenness centrality, and network density metrics are computed. Structural breaks are statistically verified through Chow tests and CUSUM analysis. Three key findings emerge. First, the 2014 annexation triggered a statistically significant yet gradual structural shift, with the full network-level consequences materializing incrementally. Second, the 2022 war rapidly excluded Ukraine from the regional network while permanently weakening Russia's connectivity. Third, Turkey sustained uninterrupted growth across both periods, consolidating its position as the dominant hub of the Black Sea network. Network density declined from 0.87 in 2013 to 0.73 in 2023, indicating that the transformation extends beyond a mere core-periphery shift toward an overall erosion of network capacity. These findings contribute to the growing literature on geopolitical risk and maritime network resilience by demonstrating that political shocks generate asymmetric, measurable, and irreversible structural changes in regional port systems.
