N2  - Progress opportunities of the social policy is strictly dependent on the economy policy applied. Within this article, basic propositions of the Keynesian economy policy that might be alternative to neoliberal economy policies are examined. By revealing the relationship between interest rates, investments and unemployment, it is explained how the uncontrolled accumulation of the financial capital brings the development of the capitalist dynamics to a standstill. Circulation mechanisms of the financial capital at an international level and why the real sector investments are driven to a race heading directly to the bottom are discussed. It has been attempted to present the effects of current imperialism conditions and an economic operation abandoned to the free market economy and deprived of any kind of regulating mechanism on the economic and social construction of both the seperate countries and the world as a whole. Introducing the basic characteristics and implementation opportunities of another globalization and economy policy is aimed at this study.
