Lakshmanan (2007) has shown that that improvements in transportation and accessibility leads to an increase in specialization and expansion of the market and hence affects the total factor productivity and growth of GDP at least as much as innovation through increasing returns to scale and spatial scale effects of agglomeration. The purpose of this study is to examine the impact of the developments of the infrastructure of highways to Turkey’s regional industrial production. The data is composed of industrial production values (the number of institutions, number of employees, power capacity, per capita value added in manufacturing industry), capital (per capita electricity use), workforce (employment rate) and infrastructure (per capita public investment in rural areas, asphalt roads in ruıral areas, asphalt road ratio in total roads). The results for the year 2000 in Turkey for 26 Level 2 regions demonstrate that there is positive and statistically significant relationship between the number of employees and power capacity. In addition, the increase in investments in public infrastructure, asphalt road in rural areas and the ratio of asphalt roads in total roads increase the value added of the manufacturing industry CR - Aschauer, D.A.
