The other crucial subject that escaped form the attention of our science community is the results of the first two industrial censuses made in Istanbul and Izmir, and in their vicinities in 1913 and in 1915. In this article in which two subjects were worked together, it was examined how labour, capital, and productive levels which are the indicators of business measurement with the productivities of labour and capital distribute. As a result of applications, it was fixed that the most imbalanced distribution both in the industrial sub-sectors and in the businesses had been productive level and that there had been a serious imbalance in the capital. It is possible to say that there was a balanced distribution in the labour quantity that was relatively employed. If the subject was also examined in terms of productivities of the productive factors it was concluded that the capital productivity among industrial sub-sectors distributed much more imbalance than the labour productivity. From here, it can be argued that a balanced modern industry did not come into being.
