N2  - Being the 74th province of the Republic of Turkey, Bartın is one of the youngest provinces of the country and having rich cultural and intellectual accumulation as well. Having depended administratively on the larger settlements, such as Kastamonu, Bolu and Zonguldak, around it for centuries, Bartın gained the provincial status in 1991. Bartın where written culture is also very advanced has a history of 3500 years with her name. Compared to many different points of Turkey, Bartın has a more advanced structure especially in periodical publishing and this feature of her is not known widely. Cultural geography of Bartın has not been examined comprehensively by academic circles in all respects; therefore scientific studies should be produced. From the social, cultural and economic point of view, Bartın has a dynamic structure developing rapidly today. Accordingly, it is necessary both to regenerate and uncover its historical memory. This study intends to provide a different front for this necessity. In this study, first of all, general information is given about the periodical publishing culture developed in Bartın. Then the information gathered on the "Bulletin of Culture and Arts in Parthenios Bartın" is analyzed by scientific method and various comments are made on the contents and importance of this bulletin. Finally, by taking the example of this journal, it is attempted to reach various comments on the press in Bartın.
