N2  - In this study, a new concept for agricultural extension is developed. The purpose of this analysis, in the light of criteria developed on the basis of a theoretical framework, is to create a new agricultural extension approach and to provide an environment for a discussion of this understanding. Traditional agricultural extension approach (typically performed by the bureaucrats from the Ministry of Agriculture and Rural Affairs, its country side representatives, and the scholars working in the field) describes the producer as an object to be trained. On the contrary, the new approach proposed sees the producer as a subject who can think, question, behave rationally, take decisions and consciously tolerate the consequences of these decisions, act interactively and harmoniously in a team work etc. In this context, both approaches of the “traditional agricultural extension” and “humanitarian agricultural extension” are analyzed and compared theoretically on the basis of main criteria such as the definition of agricultural extension, philosophy, principles, objectives, methods, program planning, training and producer-extentionist relations. In this way, it is expected that agricultural extension efforts applied and relatively privatized by the Ministry of Agriculture and Rural Affairs are carried out in a more efficient and productive manner
