The data has been collected by “Opinions about the Effectiveness of the Professional Teacher Seminars” scale developed by the researcher. In the data analysis contents analyse, t-test, F test (one way Anova), and Scheffée significant test have been used. The conclusions are as follow: 1. According to the participants; (a) the needs of the districts, schools and teachers are not considerated adequately by the selection of the professional work topics (b) the professional topics which are prepared by teachers are not discussed among teachers. Rather they are filed and put to archives . 2. The teachers don’t take the professional work seminars as an opportunity to innovate themselves. 3. The teacher believe that the principals and supervisiors aren’t sensitive to observe the seminar studies of the teacher’s and use the result of them to develope the school 4. The teachers, the principals and supervisiors don’t percept the aplications during the professional work seminars as effective. 5. The teacher explain that the main topics which they need to learn, are the temporarily teaching methods- tecnics and educational technologies.
