In general, Turkish education disregards any development in fields such as personal differences, learning styles, different areas of intelligence. It neglects the need of modernizing coursebooks. Moreover, educators are mostly unaware of new pedagogic theories and approaches. One of the different approaches which can be used in the instruction of social studies is Problem-Based Learning Model. To be able to apply Problem-Based Learning Model in the instruction of social studies, teachers need to form problem cases/scenarios, and inform the students about problem-based learning. Problem cases/scenarios can be formed by using different techniques and materials such as caricatures, pantomime, photographs/pictures, articles and short stories. There are many ways to make students encounter a problem case/scenario. The best way of making students claim on problem cases is to cast them in roles of experts in problem solving processes.
