In this article, it has been  examined formation and development of diwan organization under  seperate titles. It has been also studied the narrations on the foundation  of diwan organization at the time of Caliph Umar. Finally, present  diwans which were formed to the time of al-Khulafa al-Rashidun were  briefly examined
