N2  - Abdullah ibn Mukaffa is a bureaucrat originally from Persia who lived in the early years of the Abbasids. When the Abbasid state was established Ibn Mukaffa presented a Risala (treatise) to the Caliph. In this Risala, he made some suggestions about the socio-economical structure, the military, the problems in the administrative and legal areas and the relationships between religion and politics. This Risala is one of the earliest uniqe text-examples of the Islamic political thought. Moreover, information or the data reflected within the text while the author depicts the problems of the society gives us the structural history of an epoch. Especially his suggestion as to make a constitution and his depiction of the legal problems are noteworthy in terms of legal history. His ideas have been subject to longstanding discussions in the Eastern and Western worlds. His ideas have been considered by the Western intellectual circles as one of the most secularist examples of Islamic thought. In this article a short introduction of the author and his Risala is made and in the following the Turkish translation of the Risala is given.
