N2  - Bu çalışmanın amacı telafi hipotezini, ticaridışa açıklık ile sosyal güvenlik ve sosyal yardım hizmetleri arasındaki ilişkiaçısından Türkiye özelinde analiz etmektir. Bu doğrultuda analiz Türkiyeözelinde 26 bölge için 2004-2011 yılları açısından test edilmiştir. Çalışmadaserilerin durağanlıklarının panel birim kök testleri incelendikten sonradeğişkenler arasındaki uzun dönem ilişkisinin varlığı Panel Pedroni ve Kaoeşbütünleşme testleriyle tespit edilmiştir. Ayrıca söz konusu ilişkinin yönü vebüyüklüğü ise Panel DOLS yöntemiyle tahmin edilmiştir. Panel birim kök testleriserilerin seviyede durağan olmadıklarını fakat birincil farklarında durağanolduklarını göstermektedir. Panel Pedroni ve Kao eşbütünleşme testlerisonucunda serilerin uzun dönemde eşbütünleşik oldukları tespit edilmiştir.Bunun yanında Panel DOLS sonuçları hem bölgesel hem de panel genelinde ticaridışa açıklığın, sosyal güvenlik ve sosyal yardım hizmetleri harcamalarınıpozitif yönde etkilediğini göstermektedir.
