N2  - Some reasons such as local / regional development necessity experienced in Turkey, social responsibilities of the universities and “unreal mission description” by newly established universities have placed newly established universities with the problem of defining the term ”mission” again. How can / should universities offer their contemporary services (training and education, scientific research- publication and social services) with a missiondescription and structuring by giving priority to local development? The study that aims to find an answer to this question has been conducted within the logical entirety of “ theory – analysis – synthesis (conception – observation – suggestion), with document content analysis, within the qualitative research methods. The observations obtained have been discussed from the applications of three newly founded universities chosen within this view; The following hypothesis conclusion has been reached within the sample model developed by logical reasoning: In order to increase their efficiency in local / regional development, the newly founded universities should follow a new mission based on sharing with internal and external stakeholders and be institutionally structured based on strategic plans.
