N2  - After the February Revolution in 1917 the political situation radically changed in the Russian Empire. People put an end to the reign of the Romanovs' kingdom which covered a large part of the world and called the prison of the peoples. In Azerbaijan, which was one of the provinces of the empire, the political situation was critical.  The democratic movement of the peoples of South Caucasus was given a new push. The author tried to investigate the political processes happened in Azerbaijan after revolution and the activity of Provisional Executive Committee of the Muslim National Council which was strength motive at those times.  The author's main purpose is to give political assessment to the work done by political figures of Azerbaijan who congregated around that committee.
