The legitimacy of the Ottoman state administration isbased on various sources. The most important of these is the tradition of Oğuzinheritance which symbolizes Turkish state organization. In this article, theconcept of Turkish Cihan dominance in the Ottoman Empire was considered in acomprehensive way. In this context, the concepts in Old Turkish political lifesuch as kut, töre, red apple, gaza, oghuz were emphasized.
