N2  - Because of the direct involvement or indirect of globalization, the concept of sovereignty starts to change its definition and its comment since the treaty of Westphalia put in force. Certainly, having constructive effects and unconstructive on its perception, the globalization brings a new interpretation on the practice of the sovereignty owned and presented by the state-nation. This also pushes us to advance new models within the framework of the evaluation of hierarchy of the actors of the international scene. Thus, it is obvious that dependently of margin of behaviors of the actors taking their force of the size of their autonomy and their resources. In fact, the right of sovereignty is used within the limits devoted to those actors.
