The Republic, founded in 1960,  </span> <span style="font-size: 0.9em;">lived only three years. Since December 1963, the Greek Cypriots  </span> <span style="font-size: 0.9em;">organized illegal paramilitary attacks against the Turkish Cypriots in  </span> <span style="font-size: 0.9em;">order to change radically the existing constitutional structure. New  </span> <span style="font-size: 0.9em;">structure would be based on majority (Greeks) and minority (Turks)  </span> <span style="font-size: 0.9em;">understanding. To find support to their approaches, the Greeks applied  </span> <span style="font-size: 0.9em;">to European Union for full membership. On the other hand until 1974.  </span> <span style="font-size: 0.9em;">Turks supported local autonomy concept. After Turkey’ s operation,  </span> <span style="font-size: 0.9em;">they proposed federal system, and then confederation. Theyare also  </span> <span style="font-size: 0.9em;">against the EU membership before finding a lasting solution to the  </span> <span style="font-size: 0.9em;">issue. The United Nations since 1964 involved into the issue by  </span> <span style="font-size: 0.9em;">deploying peacekeeping forces. At the beginning, the United Nations  </span> <span style="font-size: 0.9em;">acting within the framework of good - offices function noted the  </span> <span style="font-size: 0.9em;">parties’ demands and concerns. But in several cases they put some  </span> <span style="font-size: 0.9em;">proposals on the table and the parties rejected them. In 2002 with the  </span> <span style="font-size: 0.9em;">encouragement of the United States and the European Union, the UN  </span> <span style="font-size: 0.9em;">Secretary - General Kofi Annan submitted another plan.
