N2  - It is expected that all necessary sources needed for a construction project has to be included in the project at the required time with necessary amount like the other sectors. However under constrained source conditions, these expectations could not always be satisfied. Effects of source assignments on the cost and completion time of the structure have to be known during the planning stage by both investor and the contractor. In this study, effects of constraints on the workmanship sources to the project cost and time were investigated for a village clinic construction project at which the cost of the necessary sources were calculated according to the Ministry of Public Works’ pricing system
